It is created by the city's Planning Department, after several public engagement processes, and the Urban County Council approves it as the planning direction for the city.

It includes two sections:

  1. Goals & Objectives - this sets the goals for the city.
  2. Elements & Implementation - this tells how the plan will be executed.

It is the most important document for Lexington’s long-term planning. It is updated every 5 years, and is being updated for 2018.
