Accessory Dwelling Unit (or a secondary suite) is an urban planning term for a self-contained apartment in an owner-occupied, single-family home that is either attached to the principal dwelling or in a separate structure on the same property.

ADULT & TENANT SERVICES

Adult & Tenant Services helps Lexington residents with immediate financial needs related to safe housing and other human services. This temporary assistance provides families with the financial resources to remain housed and keep their utilities services active. They also provide other supportive services that are shared across the community. Residents must meet the guidelines for each program to be eligible for help.

AFFORDABLE HOUSING (AH)

Affordable housing is housing which is deemed affordable to those with a median household income as rated by the national government or a local government by a recognized housing affordability index.

AFFORDABLE HOUSING GOVERNING BOARD

Establishes policies/procedures for the operation and mgmt of the Affordable Housing Fund (AHF); oversees/manages financial and administrative actions of the AHF; monitors/evaluates performance of AHF; establishes annual funding goals and priorities.

This city department administers several senior centers with activities and programs for residents age 60 and above. These centers include the following: Lexington Senior Center, Bell House, Charles Young Center, and the Black and Williams Center.

AGRICULTURAL EXTENSION DISTRICT BOARD

Cooperate with the County Extension Service and the council to conduct programs in agriculture, home economics, youth work and related subjects. Programs are planned and executed upon advice, recommendation and assistance of the Extension Service and council.

Identifies needs for program services for the neighborhood, makes recommendations to Social Services, reviews applications for agencies to provide services, assists with personnel evaluations, program effectiveness, sets goals, and assists with budget for the Black & Williams Community Center. The website can be found here.

BLUEGRASS CRIME STOPPERS

Fosters the detection of crime and encourages reporting it, encourages the media to promote the Bluegrass Crime Stoppers; assists with ongoing flow of communication between public and law enforcement agencies; and runs the Crime Stoppers reward program for Fayette County. The website can be found here.

BOARD OF ADJUSTMENT

BOARD OF ARCHITECTURAL REVIEW

The Board of Architectural Review made up of five members that are appointed by the Mayor and confirmed by the Urban County Council. The Capital Projects Funds, located in the City of Lexington’s budget, accounts for the receipt and disbursement of resources used in construction projects and equipment purchases.

CARNEGIE LITERACY CENTER BOARD OF DIRECTORS

CHIEF ADMINISTRATIVE OFFICER (CAO)

The Chief Administrative Officer (CAO) has direct administrative control and supervision over the divisions of Government Communications, Grants and Special Projects, Human Resources and Risk Management. In addition, the commissioners of each department report to the CAO.

CHIEF INFORMATION OFFICER (CIO)

The Chief Information Officer (CIO) oversees the departments of Computer Services, Enterprise Solutions and Geographic Information Services (GIS).

CIRCUIT COURT

The Circuit Courts are trial courts with original jurisdiction in cases involving capital offenses and other felonies;  land disputes; contested probates of wills; and civil lawsuits in disputes with an amount in controversy over $5,000.

Circuit courts also have the power to issue injunctions, writs of prohibition, writs of mandamus, and appeals from the decisions of administrative agencies.

CIRCUIT COURT CLERKS

Circuit court clerks are responsible for managing the records of Circuit and District courts, Kentucky’s trial courts. Circuit court clerks receive lawsuits and court documents, record legal documents, provide legal documents and other legal materials, are present during trials, schedule juries, receive and disburse money, maintain the jury system, administer oaths, handle affidavits, and issue driver licenses and non-driver identification cards. One circuit court clerk is elected in each Kentucky county. They serve for a term of six years.

CITIZENS’ ADVOCATE OFFICE

The Citizens’ Advocate Office investigates citizens’ complaints; discloses any irregularities or abuses found in the LFUCG or with its officers, agents or employees; recommends policy changes to improve citizen access to LFUCG departments, divisions, agencies and offices; suggests ways to strengthen the government system; and provides callers with information and referrals.

 

CITY EMPLOYEES PENSION FUND BOARD

Of or relating to a citizen, a city, citizenship, or community affairs.

CIVIC ENGAGEMENT

Civic engagement (or civic participation) is any individual or group activity done with the intent to advocate on behalf of the public. Citizens acting alone or together to protect public values or make a change or difference in the community are common types of civic engagement. Civic engagement includes communities working together in both political and non-political actions. The goal of civic engagement is to address public concerns and promote the quality of the community.

CIVIL SERVICE COMMISSION

CLEAN WATER ACT

Regulates the discharge of pollutants in waterways, gives the Environmental Protection Agency (EPA) authority to implement pollution control programs, sets water quality standards for pollutants, makes it illegal to discharge a pollutant in a waterway, and funded the construction of sewage treatment plants.

ACCESS LEXINGTON COMMISSION

Formerly knows as the Commission for People with Disabilities. The commission works to promote the inclusion and empowerment of people with disabilities within the Lexington-Fayette Urban County community, and to advise the Mayor and the Urban County Council on issues that impact persons with disabilities. The website can be found here.

COMMISSION ON VETERANS’ AFFAIRS

COMMUNITY DEVELOPMENT

COMMUNITY DEVELOPMENT BLOCK GRANTS

The Community Development Block Grant (CDBG), one of the longest-running programs of the U.S. Department of Housing and Urban Development, funds local community development activities such as affordable housing, anti-poverty programs, and infrastructure development.

COMPOST/COMPOSTING

Compost: A mixture largely of decayed matter of once living things (as grass) or their products (as coffee grinds) and used for fertilizing and conditioning land.

Composting: The act of creating compost.

CONSENT DECREE

A consent decree is an agreement or settlement that resolves a dispute between two parties without admission of guilt (in a criminal case) or liability (in a civil case), and most often refers to such a type of settlement in the United States.

CONSOLIDATED PLAN

The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.

CONSTABLE

The Fayette County Constable’s Office is primarily responsible for serving court documents to citizens. The Constable is an elected position, and the Constable and their deputies are sworn law enforcement officers.

CONSTITUENT

A resident in a specific electoral district, in this case one of the 12 city council districts.

CONSUMER PRICE INDEX

A measure of the average change over time in the prices paid by urban consumers for a market basket of consumer goods and services.

CORRIDOR PLAN

These plans address infrastructure upgrades or changes to a specified road and its surrounding land. Corridor management involves the application of strategies in one or more of the following areas: access management, land use and subdivision management, right-of-way needs and preservation, operational strategies, intergovernmental coordination, and financing of corridor management improvements.

CORRIDORS COMMISSION

It shall be the purpose of the Corridors Commission to assess the major roads of Lexington-Fayette County, especially the major and minor arterials, regarding but not limited to aesthetic qualities, landscaping, fencing, signage, litter control, bike and pedestrian considerations and other elements the Commission may deem appropriate. The website can be found here.

COUNCIL CLERK’S OFFICE

The Council Clerk’s office is the official record-keeping office for the Lexington-Fayette Urban County Government.

COUNSEL

This term can mean one of two things, as follows:

  1.  Advice given especially as a result of consultation.

  2.  A lawyer appointed to advise and represent in legal matters an individual client or a corporate or public entity (such as the city of Lexington). 

COUNTY CLERK

The County Clerk is a constitutional officer elected to a four year term. Originally created to serve as a county’s official record-keeper, the responsibilities of a County Clerk have evolved to include many other services.

The County Clerk’s duties include: the recording and administration of official documents of many kinds, the preparation and printing of property tax bills, the registration of voters and conduct of elections, and the registration and titling of motor vehicles.

COURT-APPOINTED SPECIAL ADVOCATE (CASA)

Court-Appointed Special Advocates are volunteers are appointed by judges to watch over and advocate for abused and neglected children, to make sure they don’t get lost in the overburdened legal and social service system or languish in inappropriate group or foster homes. Volunteers stay with each case until it is closed and the child is placed in a safe, permanent home.

Computer Services supports the Lexington-Fayette Urban County Government through hardware, networking, applications and the Help Desk.

DEPARTMENT OF ENVIRONMENTAL QUALITY AND PUBLIC WORKS

This department encompasses several divisions, as follows: Environmental Services, Streets & Roads, Traffic Engineering, Waste Management, and Water Quality. The department’s mission is “to preserve, protect and enhance our Bluegrass environment; to provide public infrastructure systems that are safe, efficient and economical; and to promote a healthy and sustainable quality of life for our citizens.”

DEPARTMENT OF FINANCE

Finance ensures that the Government’s financial resources are collected, invested and distributed responsibly. Finance reviews operations and prepares monthly, quarterly, or annual reports. This department encompasses the following divisions: accounting, budgeting, central purchasing, and revenue.

DEPARTMENT OF FIRE & EMERGENCY SERVICES

This department encompasses Lexington’s Fire Department and Emergency Medical Services (EMS).

DEPARTMENT OF GENERAL SERVICES

General Services is directly responsible for the Lexington-Fayette Urban County Government’s telecommunications, utilities and parking. Additionally, the Commissioner of General Services has responsibility for the divisions of Facilities and Fleet Management and Lexington Parks & Recreation.

DEPARTMENT OF GRANTS AND SPECIAL PROGRAMS

Grants and Special Programs plans and manages all Urban County Government grants and works with the public and private sectors in preparing grant applications for submission to state and federal agencies. This includes legal notices, the Neighborhood Action Match Program, the Consolidated Plan, housing programs, and information for contractors.

DEPARTMENT OF HUMAN RESOURCES

Human Resources oversees the hiring, training, and management of all employees of the Lexington-Fayette Urban County Government.

Attorneys in the Law Department represent the City of Lexington in all legal matters. They provide corporate counsel, litigation representation and claims management.

DEPARTMENT OF MULTICULTURAL AFFAIRS

This department oversees Global Lex, Lexington’s center for multicultural affairs.

DEPARTMENT OF PLANNING, PRESERVATION, AND DEVELOPMENT

DEPARTMENT OF POLICE

With an authorized strength of 630 sworn officers and nearly 150 civilian personnel, the Lexington Police Department is the largest division within the Lexington-Fayette Urban County Government. Responsibilities ranging from traffic control, patrolling neighborhoods, criminal investigations, assisting crime victims, officer training and more.

DEPARTMENT OF PUBLIC SAFETY

Public Safety’s mission is “to help keep Lexington a safe place to live, work and play.” Public Safety oversees Community Corrections, Emergency Management, Enhanced 911, Fire & Emergency Services, Police and Security.

Social Services operates four core divisions providing an array of multi–generational services. DIVISION OF ACCOUNTING

Accounting is responsible for the general accounting system, processes payroll, prepares budget reports, and is responsible for paying all invoices.

DIVISION OF BUDGETING

Lexington’s budgeting division prepares annual operating and capital improvement budgets, provides periodic reviews of various budgets, and conducts studies and prepares long range forecasts.

DIVISION OF BUILDING INSPECTION

Lexington’s Building Inspection division ensures safe construction of projects by enforcing the Kentucky Building Code.

DIVISION OF CENTRAL PURCHASING

This city division handles all major purchases for the Urban County Government as well as surplus property sales and dispositions.

DIVISION OF CODE ENFORCEMENT

Lexington’s Division of Code Enforcement addresses reported violations of local ordinances related to the maintenance of all homes, apartment complexes, businesses and all yards/lots within Fayette County; and provides inspections related to general structure maintenance, sidewalk serviceability, property nuisance violations and the placement of temporary signs in an illegal manner.

 

DIVISION OF COMMUNITY CORRECTIONS

Community Corrections is Lexington’s jail, and is located at 600 Old Frankfort Pike.

DIVISION OF EMERGENCY MANAGEMENT

Emergency Management’s mission is to enhance the public safety of Lexington-Fayette County residents and businesses through emergency preparedness, mitigation, response and recovery.

DIVISION OF ENGINEERING

The Division of Engineering oversees the design and construction of capital infrastructure projects, ensures new development is compliant with the community’s standards, and manages permitting within the public right-of-way.

DIVISION OF ENVIRONMENTAL SERVICES

This division engages the public about environmental issues in the community, works closely with Waste Management and Water Quality to support recycling and stormwater efforts in Lexington, and manages sustainability initiatives. They also oversee the beautification and maintenance of the city’s green spaces and corridors, urban forestry, public outreach and education, and internal energy initiatives.

DIVISION OF FACILITIES AND FLEET MANAGEMENT

DIVISION OF HISTORIC PRESERVATION

Historic Preservation is responsible for activities related to the preservation of historic structures, districts and resources in Lexington.

Responsible for planning, implementing and overseeing zoning ordinances and regulations, long-range city and transportation planning and applications to the board of adjustment.

This division is responsible for collection of income, revenues and monies due the city.

Streets & Roads maintains all city and county roads, except those on the state and federal highway system.

Electronic Benefit Transfer (EBT) is a system that allows state assistance recipients to pay for their goods using a card with a magnetic strip. This form of payment has replaced the Food Stamp Program, which issued paper coupons to recipients.

English as a Second Language (ESL or TESL) is a traditional term for the use or study of the English language by non-native speakers in an English-speaking environment.

ENHANCED 911 SERVICES (E-911)

Lexington enhanced 911 answers emergency and non-emergency calls for service 24 hours a day, 365 days a year and dispatches the appropriate help.

The Extended School Program (ESP) is a fully-licensed after-school program that offers affordable, high-quality childcare for elementary school students. ESP is currently offered at the following elementary schools: Athens-Chilesburg, Coventry Oak, Garrett Morgan, Julius Marks, Maxwell, Northern, Stonewall and William Wells Brown.

FAYETTE COUNTY CORONER’S OFFICE

The Fayette County Coroner investigates all deaths reported to the office that fall under their jurisdiction. The office also manages the indigent burial and cremation program through LFUCG.

FEDERAL POVERTY LEVEL (FPL)

The Federal Poverty Level (FPL), or the “poverty line,” is an economic measure that is used to decide whether the income level of an individual or family qualifies them for certain federal benefits and programs. FOOD SYSTEM

The term food system is used frequently in discussions about nutrition, food, health, community economic development and agriculture. The Kentucky Children’s Health Insurance Program (KCHIP) is free or low-cost health insurance for children younger than 19 without health insurance. Children in families with incomes less than 213 percent of the federal poverty level are eligible.

The scope of work of the Office of Internal Audit is to determine whether the Urban County Government’s procedures of risk management, internal control, and governance, as designed and represented by management, are adequate and functioning. POVERTY

PUBLIC PARKING CORPORATION BOARD

The Public Parking Corporation Fund, located in the City of Lexington’s budget, was established to account for finances of the Public Parking Corporation. PURCHASE OF DEVELOPMENT RIGHTS (PDR)

Through PDR the city purchases farm owners’ development rights (their right to ever develop the farm commercially) in order to permanently keep it as farm land. RECORDS CENTER & ARCHIVES

The Records Center and Archives handles the storage and retrieval of Lexington city records. These are records of the city’s business. The off-site storage facility contains more than 15,000 units of the city’s government records and archival materials. RECREATION ENRICHMENT AND LEARNING (REAL) PROGRAM

The Recreation Enrichment and Learning (REAL) Program is a fully-licensed after-school program for middle-school students. The program is currently offered at the following middle schools: Edith J. Hayes and Jessie Clark.

SANITARY SEWER

A sanitary sewer or “foul sewer” is an underground carriage system specifically for transporting sewage from houses and commercial buildings through pipes to treatment facilities or disposal. Sanitary sewers are part of an overall system called a sewage system or sewerage.

SANITARY SEWER REVENUE & OPERATING FUND

The Sanitary Sewer Revenue & Operating Fund provides for the general operating, maintenance, and debt service costs of the sanitary sewer system. Other expenses include the administrative costs of operating the system such as insurance, revenue collection costs, personnel hiring, accounting, payroll processing, and legal fees. SHERIFF

The Fayette County Sheriff’s Department is a law enforcement agency that serves Fayette County. Their duties are very similar to that of the Lexington Police Department, but they serve primarily areas outside the Urban Service Area. The Fayette County Sheriff is an elected position.

SMALL AREA PLAN

A small area plan is any plan that addresses the issues of a portion of the city. Small area plans can cover three different geographic scales–neighborhood, corridor, and district regardless of the size of the area. Small area plans cover a specific geography that often has a cohesive set of characteristics.

SOCIAL SECURITY DISABILITY INSURANCE (SSDI)

Social Security Disability Insurance (SSD or SSDI) is a payroll tax-funded, federal insurance program of the United States government. It is managed by the Social Security Administration and is designed to provide income supplements to people who are physically restricted in their ability to be employed because of a notable disability, usually a physical disability. SSDI can be supplied on either a temporary or permanent basis, usually directly correlated to whether the person’s disability is temporary or permanent. Unlike SSI, SSDI does not depend on the disabled person’s income.

SOCIAL SERVICES ADVISORY BOARD

Advises the Deptartment of Social Services (DSS) on all matters pertaining to operation, administration and management of all welfare, domestic relations, juvenile and children’s service programs provided by LFUCG. The website can be found here.

SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (SNAP)

The Supplemental Nutrition Assistance Program (SNAP) is a federal program that provides nutritional assistance to low-income individuals and families. This comes in the form of money loaded onto and EBT card that can only be used to buy food at approved retailers, including grocery stores and farmer’s markets.

SUPPLEMENTAL SECURITY INCOME (SSI)

Supplemental Security Income (SSI) is a Federal income supplement program funded by general tax revenues (not Social Security taxes). It is designed to help aged, blind, and disabled people, who have little or no income; and it provides cash to meet basic needs for food, clothing, and shelter.

TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF)

The Temporary Assistance for Needy Families (TANF) program provides temporary financial assistance for pregnant women and families with one or more dependent children. TANF provides financial assistance to help pay for food, shelter, utilities, and expenses other than medical.

TENANT RELOCATION FUND

The Tenant Relocation Fund, which is located within the City of Lexington’s budget, provides relocation assistance to eligible low-income tenants displaced by the rezoning, redevelopment, or change in use of property.

TOWN BRANCH COMMONS

Town Branch Commons will be a strip of Bluegrass running through downtown Lexington, roughly following the path of Town Branch, Lexington’s first water source. The Lexington Tree Board is a champion of trees and their environmental, economic and social benefits for our community. URBAN LEAGUE OF LEXINGTON

The Urban League of Lexington–Fayette County is a 501(c)3 nonprofit organization whose mission is to assist African Americans and disadvantaged citizens in the achievement of social and economic equality. The local organization is part of a larger, national organization.

URBAN PLANNING

Urban planning is a technical and political process concerned with the development and design of land use in an urban environment, including air, water, and the infrastructure passing into and out of urban areas, such as transportation, communications, and distribution networks. WATER QUALITY MANAGEMENT FUND

The Water Quality Management Fund, located in the City of Lexington’s budget, accounts for the water quality management fee. This fee allows Lexington – Fayette County to better maintain its storm sewer infrastructure and provide funding for projects to improve water quality in creeks and streams.

WOMEN, INFANTS, AND CHILDREN (WIC)

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is a federal assistance program of the Food and Nutrition Service (FNS) of the United States Department of Agriculture (USDA) for healthcare and nutrition of low-income pregnant women, breastfeeding women, and children under the age of five. The basic eligibility requirement is a family income below 185% of the federal poverty level. Most states allow automatic income eligibility, where a person or family participating in certain benefits programs, such as the Supplemental Nutrition Assistance Program, Medicaid, or Temporary Assistance for Needy Families, may automatically meet the income eligibility requirements.

YARD WASTE

Yard waste—often called vegetative waste—includes leaves, grass clippings, tree trimmings, and other plant materials that are typically generated in outdoor residential settings.
