Meet the people behind CivicLex — our Board & Staff.
Our Staff
CivicLex’s staff lead the day-to-day work of the organization. We make partnerships, facilitate public processes, produce journalism, design graphics, raise funds, teach in the classroom, plan future programs, and much more.
Staff set the direction of CivicLex’s work, guided by input from the public, our board, and our partners across the city. We’re responsible for developing and delivering the programs, tools, and strategies that help people better understand and participate in local civic life.

Richard Young, Founder & Executive Director
Richard oversees the long-term direction of CivicLex and the day-to-day management of the staff. He’s been with CivicLex since the beginning and lives in Council District 1.
Kit Anderson, Deputy Director
Kit came to CivicLex as an AmeriCorps VISTA and now oversees special projects and internal operations. Kit has been with CivicLex since 2020 and lives in Council District 5.
Megan Gulla, Director of Partnerships & Public Engagement
Megan’s work focuses on helping Lexington residents connect with one another. Megan has been with CivicLex since 2018 and lives in Council District 8.
Noel Osborn, Director of Development
Stephanie Mobley, Director of Civic Education
Haley Wartell, Communications Manager
Noel’s role at CivicLex focuses on raising revenue for the organization’s ongoing operations and programs. Noel has been with CivicLex since 2022 and lives in Council District 5.
Stephanie oversees all of CivicLex’s civic education programming, including our youth civic education programs. She has been with CivicLex since 2022 and lives in Council District 5.
Haley manages CivicLex’s public-facing communications, including social media. She has been with CivicLex since 2023 and lives in Council District 1.
Adrian Paul Bryant, Civic Information Specialist
Adrian covers all city meetings for CivicLex and is the primary author of the CivicLex Weekly. He has been with CivicLex since 2022 and lives in Council District 11.
Lilly Bramley, Project Specialist
Lilly’s work focuses on CivicLex’s special projects, including CivicLex’s consulting work. She has been with CivicLex since 2025 and lives in Council District 10.
Fellowships & Interns
In addition to our core staff, CivicLex hosts fellows and interns who support specific projects across the organization — from community engagement and research to design and communications. These roles are often short-term but bring new energy and perspective to our work.

Our Board
CivicLex’s Governance Board plays an essential role in shaping our direction and financial health. While staff lead the day-to-day work, our board helps us think through long-term questions, navigate complex decisions, and stay grounded in our mission and values.
Board members provide oversight on finances, HR policies, and organizational health. They meet 8–10 times per year and serve on committees that focus on things like development, hiring, and legal guidance. These committees sometimes include people from outside the board, depending on the work.
The board doesn’t necessarily direct CivicLex’s programming, but it does play a key role in ensuring the organization is positioned to do meaningful, lasting work. Board members are thought partners, stewards, and connectors.
Our board includes people from across Lexington’s civic, public, and nonprofit life, each bringing their own perspective and commitment to public life in this city. If you’re interested in board service, reach out here.
