Best Practices in Paving

The Environmental Quality & Public Works (EQPW) Committee will be hearing from Rob Allen, Director of Streets and Roads on how the city has implemented environmental best practices in its paving activities.

The presentation highlights three practices the Division of Streets and Roads has been using:

  • Using Reclaimed or Recycled Asphalt Pavement (RAP) mixes. RAP consists of pavement that has been collected from old roads for reuse, and is mixed with new asphalt. Pavement mixes with a percentage of recycled asphalt (45% or so) can reduce carbon emissions by 30% in the manufacturing process.

  • Using Kevlar fibers in asphalt mixes. Kevlar fibers allow for more RAP to be used in mixes.

  • Increasing preventative maintenance, such as filling in cracks in pavement to extend a road life rather than costly resurfacing.
