Council considers the 2045 Comprehensive Plan Goals & Objectives!

The 2045 Comprehensive Plan Goals and Objectives are back!

The Comprehensive Plan, also called "Imagine Lexington" is a document published by Lexington's local government that determines land use and long range growth for the next 20 years. Along with the city's budget, it is one of the most important documents in city government. It is updated once every five years.

The Goals and Objectives are the structure of the Comprehensive Plan - they are where the broad themes like "protecting the environment" and "growing successful neighborhoods" actually get into specific policies. If you care about transportation, the environment, housing, the economy, or land use in Lexington, then you will want to understand these Goals and Objectives!

Earlier this year, the Planning Commission voted to approve the Goals and Objectives of the 2045 Comprehensive Plan. Since then, it has been in the hands of Urban County Council to review them and make changes.

This week, Council will start publicly considering changes to the Goals and Objectives. Here’s how it will play out:

  • Council starts with a Workshop on the Urban Service Boundary on Monday, April 17th at 1pm in the Council Caucus Room

  • Then, they will have a Committee of the Whole on the Goals and Objectives on Wednesday, April 19th, from 10am-noon (view the meeting packet here)

  • Next, they’ll have another Committee of the Whole on April 26th from 10am - noon.

  • After that, they will have yet another Committee of the Whole including Public Comment on May 9th, from 5pm - 8pm

  • Then, they’ll have another Committee of the Whole on May 17th, from 10am - noon

This may seem like a lot, but remember, it only happens once every five years.

All Committee of the Whole meetings take place in Council's regular chambers at 200 East Main Street, and are open to the public. Only one of the currently scheduled meetings will allow public comment, so make sure to show up on May 9th at 5pm if you want to weigh in! That said, all of these meetings are open to the public and you can attend in person or watch live on LexTV. Lastly, this schedule is preliminary and subject to change.

If you need a reminder on what might change in the Comprehensive Plan, check this out: There are several major differences between the 2018 and drafted 2023 Goals and Objectives, partially because of public input on the subjects. Specifically, the proposed new goals and objective have more language addressing racial justice in Planning and Land Use, detailed consideration of the environment, changes to stormwater and sewer policy, and a new plan to manage the Urban Services boundary.
