In Tuesday’s Budget, Finance, and Economic Development Committee, Councilmembers will hear a presentation on an upcoming proposal from 3rd District Councilmember Hannah LeGris to fund a new Downtown Master Plan.

A Downtown Master Plan would be a long-range planning document that would lay a vision for how downtown Lexington should be developed. The most recent Downtown Master Plan was created in 2009, but was never formally adopted by the Urban-County Council.

In deliberations on the Fiscal Year 2025 (FY25) City Budget, Councilmember LeGris planned to ask Council to support putting $500,000 toward the creation of a new Downtown Master Plan. However, LeGris decided to wait until October’s Fund Balance conversation to ask for funding. This Tuesday’s presentation will just be a discussion of the purpose of the Master Plan.

On October 29th, Councilmember will meet at 10am in a Committee of the Whole (COW) meeting to discuss how to use the City’s Fund Balance, which is excess money leftover from FY24’s budget. At that meeting, Councilmembers will decide whether or not to fund a Downtown Master Plan, among other projects presented by other Councilmembers and the Mayor’s administration.

You can review the presentation slides starting on page 21 of this packet.

The Budget, Finance, and Economic Development Committee will meet on Tuesday, September 23rd at 1pm in Council Chambers. You can attend in-person or watch live on LexTV.
