🔎 - Big Topic: Final Council Recommendations
This week, the Urban County Council Budget Links will present their recommended changes to the Mayor's Proposed Budget in the Budget Committee of the Whole on Tuesday, May 31 at 10am. This meeting will be held at 200 E Main Street in Council chambers and via Livestream.
Here are the Council Link recommendations:
Finance, Economic Development & Planning Link Committee
Increase funding for One Stop Shop LFUCG services by $50,400 ($16,8000 annually for 3 years) to include all of Lexington's top languages on the LFUCG site. This includes Swahili, Arabic, Nepali, and Spanish (already included).
General Services & Social Services Link Committee
Recommends obtaining quarterly financials from the Humans Rights Commission until their audits from the last five years are complete.
General Government Link Committee
Increase the Citizen's Advocate to a full-time position at $45,075.
Increase funding for the Internal Audit sector for required certifications/training allocation by $5,000.
Examine opportunities to relocate some programming/initiatives from the Mayor's office to other relevant departments.
CAO & Public Safety Link Committee
Add $200,000 to Government Communications to improve capabilities for visual and audio for the 3rd floor Phoenix Conference room and Council Chambers.
Environmental Quality & Public Works Link Committee
Refer Corridor's Commission Request of $900,000 for three welcome signs to the FY23 Fall Fund balance discussion.
Increase FY23 paving bond by $2 Million for $15 Million.
Reduce the 4051 Water Quality Management Fee Fund balance by $200,000.

🔎 - This week in City Hall: Council Work Session and Planning Commission Public Hearing
LexTran Fiscal Year 2023 Operating Budget presentation in Council Work Session
On Tuesday, May 31 at 1pm, Council will hear a presentation on the LexTran 2023 Operating Budget and their five-year capital plan.
Lextran receives yearly funding from property tax revenue, federal funding, state funding, advertisements, passenger fares, fuel tax, and their UK partnership. Lextran may be finishing off FY22 $1 Million under budget in expenses.
For FY23, there is an increase of $7.5 Million in Revenue due to Grants and Grant Matches and the Infrastructure Investment and Jobs Act (which will include a 29% increase in federal funding for the next five years to reauthorize federal transportation programs).
Over the next five years, this funding is projected to increase spending on paratransit services, employee wages, fringe benefits, fuel, bus stop shelters, electric busses, and transit center improvements.

On the Table Data Release Party!
We're finally ready to release the data after months of preparation, thousands of surveys, and weeks of coding! We want you to join us for our On the Table data release party at Pivot Brewing on Tuesday, June 7, from 5:30pm to 7:30pm.
Not only will you be able to be the first of the public to see the data, but we'll show you how you can personally interact with the data on your own time.
Tickets include a pay-what-you-can donation of $3, $10, or $25. This is optional, but anything you can give is a big help towards paying for the program!
There is no formal presentation, so feel free to drop by and leave at any time. So mark your calendars and get your tickets here!
Lexington MPO invites Lexington residents to help plan trail connections
The Lexington Area Metropolitan Planning Organization plans to create connections between Hamburg's Brighton Trail and downtown's Isaac Murphy Memorial Art Garden trailhead. This is a part of a larger effort to connect east Lexington to Downtown Lexington through walkable and bike-accessible paths.
The project team is currently in its study phase. It is accepting input for this project from the public to hear trail design preferences and what areas need better connections to these trails.
This study aims to create a safe, comfortable, and quality trail throughout Lexington and identify improvements to fill connection gaps.

Planning Commission Public Hearing
The Planning Commission held its public hearing last week. Here's what happened.
AU Associates - Codell Drive and Old Todds Road
Affordable housing developer AU Associates is requesting a Zone Change for two properties on Codell Drive and Old Todds Road from Agricultural-Urban to Planned-Neighborhood Residential. The Zoning Committee and Planning Staff both recommend Approval. This Zone Change was approved.
LexLive - ZOTA for Center Business Zone
Lexington's planning staff recommends that the Planning Commission adopt Planning-created language to allow the digital marquees downtown, but with more restrictions. Big Picture Ventures, LLC asked for a continuance of this discussion, and it was approved. We may hear a decision then.
