🔎 - Big News: Lincoln Webb, LLC to develop the High Street Parking Lot
Last week, the Lexington Center Corporation Board of Directors announced it had chosen Lincoln Webb LLC to develop the High Street lot adjacent to Rupp Arena. While the final plan is still being created, Lincoln Webb, LLC's plan will likely include parking garages (potentially up to 3,600 spaces), residential apartments, and retail space.
The Lexington Center Corporation Board of Directors is composed of members of the public and two ex-officio members of the LFUCG Urban County Council. You can find the roster of members here.
Lincoln Webb, LLC consists of the Lincoln Property Company and Webb Companies. Lincoln Property Company's current developments in Kentucky are the Residences at the Omni and the Avalon Springs Town Homes, both in Lousiville. The Webb Companies' most recent major development in Lexington is City Center.

🔎 - This week in City Hall: Council Work Session and Planning Commission Public Hearing
This Thursday, May 26, 2022 at 1:30pm, Lexington's Planning Commission will host a Public Hearing on zoning items. Here are a couple of the zone changes below:
AU Associates - Codell Drive and Old Todds Road
Affordable housing developer AU Associates is requesting a Zone Change for two properties on Codell Drive and Old Todds Road from Agricultural-Urban to Planned-Neighborhood Residential.
The Zoning Committee and Planning Staff both recommend Approval.
LexLive - ZOTA for Center Business Zone
Big Picture Ventures, LLC, which owns LexLive Cinema downtown, is asking for a text amendment to Lexington's Zoning Ordinance to allow for digital marquees in Lexington's Center Business Zone, which includes much of downtown
Lexington's Planning Staff recommends that the Planning Commission instead adopt Planning-created language that would allow the digital marquees downtown, but with more restrictions.
🏃 - Get Engaged
As part of the follow-up to An Evening with Heather McGhee, Blue Grass Community Foundation is underwriting two webinars for Lexington's general public to learn how systemic racism functions in their organizations and the community - and what they can do to address it. This event will be hosted by the Racial Equity Institute through the GroundWater Approach.
The Racial Equity Institute and BGCF are holding two training session webinars.

🗞 - Updates from Last Week:
Planning Commission Work Session
The Division of Planning presented an initial Draft of their Public Input Report on the Comprehensive Plan to the Planning Commission on Thursday, May 19.
This report explains the methodology behind the public input process, demographics of participation, and the code reports.
This public input data includes On The Table responses and responses from Commerce Lexington-led conversations with Lexington businesses and LFUCG Divisional input.
There is still work to be done on interpreting and narrowing down OTT data from nearly 2,500 completed surveys. These reports should be presented to the Council in the Summer or Fall of 2022.
Corridors Commission Meeting Update
The Corridors Commission discussed a Neighborhood Match Grant update and potential welcome sign locations.
LFUCG Research Analyst Hillary Angelucci provided an update on recent recipients of Neighborhood Match Grants. Recent awardees include Westmorland Neighborhood Association for $8,458, The Village at Rabbit Run Condominium Association for $8,050, and Castlegate Maintenance Association for $3,492. Angelucci stated she would refine the details of this program in the next few months and find ways to improve outreach. To get an idea of how these grants may be used, check out this page from 2021. It includes eligibility details, but it is outdated on actual application deadlines.
The Commission discussed two site locations for a new welcome sign. Both areas are close to the Athens and Boonsboro Road Exit on I 75, inbound to Downtown Lexington. One site location is surrounded by agricultural farmland. It sits on a hill that allows for a city view from the sign. The other location is down the road near Brenda Cowan Elementary School. The Commission will further investigate the sites and talk with developers before deciding. The Commission also briefly discussed the possibility of not paying for and installing three signs and instead going for one or two.
